Summary of Change
The Provisioning interface enables GP Solutions to provision new users centrally on the NHS login platform via the new API.
This change will enable users to use one consistent account for ID verification and patient sign-in to GP System Solutions and other services, and will ultimately remove the whole Linkage Key requirements for users.
When delivered, the interface will be an entirely new interface. The technical interface is SCIM (JSON/REST), which is further described here: https://tools.ietf.org/html/rfc7643
