Background
This enhancement is part of a wider project to replace the HL7v3 service for a GP2GP Patient Record transfer with a new FHIR service. It will enable
...
the Patient Record to be requested from the previous Practice using a request and response based on the GP Connect Access Record Structured standard.
The GP Connect Access Record Structured capability provides access to the Patient’s full clinical record from their registered GP Practice in a structured, coded format by third party health or social care organisations for the purpose of direct care.
See GP Connect 1.5.0 – GP Connect Access Record Structured for further details.
Additional requirements have been introduced to the Access Record Structured specification to enable delivery of additional features for transfer of the Patient Record when the Patient registration moves to a new GP Practice. This has been facilitated via an uplifted specification.
This standard enables a common FHIR code base to be developed and maintained by GP foundation providers for both direct care and Patient Record transfer.

Providers not yet accredited for v1.5.0 may develop to the full v1.6.0 specification and undertake the additional assurance for v1.5.0 but will not be subject to the regression test requirements of v1.6.0
